Accidents involving school children and motorists raise alarm.

"That three Philadelphia schoolchildren were mowed down between home and school in one day is not a fluke. City motorists are plowing into children in school zones and at school crossings in alarming numbers - twice a week on average and almost daily in the warmer months."
