As sprawl spreads onto the vast plains of the Billings, Montana, area, a few intrepid souls talk of controlling growth.
While planners in most urbanized areas have long used basic tools for managing growth, those tools are still not generally known or accepted in individual-rights oriented Eastern Montana. This excellent overview of Billings' first tentative steps toward planned growth will remind planners elsewhere of their early battles to introduce ideas of sensible growth.
