County to Pay for State Highway

A California county will have to pay a large sharefor widening a state highway as Caltrans now hasless discretion on how it spends its money.
San Benito County will have to pay a large sharefor widening State Highway 25. Why isn't the state paying for it? One of the reasons is legislation passed a couple of years ago restricts how Caltrans spendsits money. Caltrans also looks for local funding such as theproposed sales tax in San Benito County for widening Highway 25 so that it can augment a local committment.
