Counties, Cities, Gain Little from Surpluses

Local governments in California that suffered in last decade say they are not gaining much in recent good times.
During last decade's recession, California local government was forced to make deep cuts.But recent good times have not brought benefits to local governments that saythey are still suffering from the cutbacks made during the hard times.
