Strips Malls As Apartments?

A city in California hopes to create new housing from aging strip malls.
"Trying to increase housing supply and control sprawl at the same time, city officials here are hoping they can create new apartments from an unusual source: strip malls.Officials are considering a plan to rezone several aging strip malls in hopes that owners might convert them into a mix of apartments and retail storefronts."
