California, the nation's most populous state, is beginning to spending more on the environment as it facesa swelling population, urban sprawl, traffic congestion, and other problems. Even if it means paying more taxes, the state's giant and influential electorate is demandinggreener communities and environmental protections. Politicians cannot ignore Californians' environmental concern.
