Chattanooga, Tennessee has revitalized its moribund downtown and waterfront, purified its air - once the country's dirtiest - and caught the attention of the world. Yet it falls short of the critical mass of “technology, talent, and tolerance” needed to create what Richard Florida would deem a Creative Center. Could Chattanooga provide an alternative model for revitalizing cities?
