Is It Time To Scrap Virginia's Dillon Rule?

Should Virginia's time-honored Dillon Rule, which reserves most powers tp the state unless explicitly eelegated to county and city governments, be scrapped?
"At a meeting Thursday of more than 50 people, many of whom spearheaded the failed transportation-tax referendum, several speakers said eliminating the so-called Dillon Rule is key to accomplishing those goals...The biggest point of contention is taxing authority. Local governments say cities and counties are struggling to fulfill the responsibilities the state mandates - such as maintaining schools, police and social services - while having only one significant source of revenue: the real estate tax."
