Nothing 'Free' About School Construction Feasibility

Shunning "free" feasibility studies leads schools to a wise decision.
When the Escanaba School Board wanted to compare the cost of renovating its 70-year-old, downtown junior high school to building a new one, it received more than a dozen offers to do the study for "free." And when the board declined those offers in favor of paying for a more thorough evaluation, it discovered that renovation and new construction actually cost about the same. But renovation also offered several other advantages.
