A favorable review of the regional mass transit plan for the Kansas City area.
"With their SmartMoves transit plan, area officials have taken a positive first step toward turning our fragmented mass-transit network into a cohesive, regional system...The plan calls for three main types of service, using buses and a commuter rail line...It's time we began thinking in regional terms when it comes to transit."
