LA City Councilman Padilla recommends open access; billions are at stake in one of the hottest issues in LA City Hall.
Los Angeles City Councilman Alex Padilla, seen as the more technology-proficient members of the Council, recommends that the Council require cable companies to provide open access to their cable lines within the City of LA. Billions are at stake, as well as questions over what a local government's role should be in regulating technology.
