Cabaret: Private Club Or Public Venue?

Lakewood, Colorado cites a cabaret for operating in violation of the city's zoning code, and raises a city debate over zoning's role in regulating morality.
"The city has armed itself with zoning regulations to respond to the discovery of what is being called a sex club operating in one of the city's industrial zones... One of the obvious difficulties in this case is defining exactly what The Labyrinth is. Is it, as the National Coalition of Sexual Freedom insists, a private club, or is it a public venue?"
