In Tijuana, Mexico, thousands are eager to trade up for 460-square-foot starter houses.
"A concrete block house with just 460 square feet of living space and no amenities might seem Spartan indeed by the standards of homeownership in the United States. But in Tijuana, Mexico, thousands of very low-income workers are eager to pay $23,000 for these single-family dwellings."
