Interesting idea. Obnoxious drivers show disregard for pedestrians and cyclists (natch), so said peds and cyclists jaywalk. Police than punish...the peds and cyclists. Looks like being an ass and breaking the law are both ok in China as long as your vehicle has four wheels and a horn loud enough to be a public nuisance.
